Down Under is a simple QoL mod meant to enable players to build crucial structures beneath the surface, so long as they have the blueprint for it.

There are some structures that I have excluded for both compatibility purposes and the eventual redundancy of the ability to place said structures beneath the surface once the player has reached a certain point in the game. I have also neglected to add in other structures that would be odd or useless underground or underwater. It is still possible to place the structures I have not included anywhere you wish, but you would need to use the console in order to do so. For your convenience, I have provided a series of lists below that will tell you what structures can be placed where and what structures have not be affected by the mod. I should also mention that upgrades to an already-built structure can be done anywhere. An example of such is given in the sample screenshots on the right hand side of Down Under's Mod.io page.

There are a plethora of structures that have bunker counter-parts, so I didn't include those. Nearly all magic structures can be placed underground by default, as well. To be fair, I didn't mean to include the wyrm pen in the description.

But what about people who aren't late game, and also what if I want an underground smelter (for no reason)

As I stated in the description, once you have reached a certain point in the game, it would be pointless to have the default and basic structures able to be placed underground.
